Amesbury, Chelsea, and Newburyport have adopted union-backed changes to their employee health insurance plans that they say will bring much-needed savings.

I know Newburyport sought assistance from a benefits consultant in order to evaluate its health insurance plan. Because the existing carrier, Blue Cross, was aware of the city's evaluation of its plan versus other possible plans with the help of the consultant, BCBS was apparently very competitive in its proposal to the city. Not sure about other revisions to the plan.
