not too many restaurants with 3 floors and a patio...the Mall?
Three floors, old license, historic, owner retiring.. Sounds like the Grog (though where would they put decks?).

The thing that threw me was the 1986 date, the Grog is obviously older than that.
Starboard Galley has a deck. But not three floors.
Joseph's has a deck but not three floors. Or does it?
The Mall is a good guess too but that just changed hands so the retiring story doesn't really jibe.
the ad says patio, can't think of any others that have a patio...and what would have been part of the pony express? Rockfish used to be the post office, but again, no patio...
